PRINCIPAL ACCOUNTABILITIES
Project Stage:
Well understand current HR related polices & processes both in AP and in Lu’an
Develop transition strategy, plan and schedule;
Creating a JV working culture. Championing the JV values and culture.
Design HR policies & process for, incl.
Draw up JV Employee handbook,
Design JV salary structure and benefit policies to ensure smooth transition;
Work closely with APHR and business to complete hiring plan effectively;
Work out JV training process & policies (incl. NEO, on-job training, etc.)
Performance management and employee development system, etc.
Conduct hiring for JV if needed
Assist APHR to conduct the NEO for the first patch new hires
Work with agency to manage AP project employees (M25, 22 pre-hired employees+3 assigned employees) social insurance, attendance record, payroll process etc.;
Office administration for all services in office supplies (e.g. cleaning, canteen, shuttle bus, etc), office maintenance etc.
Transition to JV Stage:
Proceed the transition (three groups integrated into JV)
Complete AP employees and JV employees transition to JV regular employees smoothly;
Transition communication to employees;
Offer proposal for transition employees (if has);
Labor contract management;
P-file transfer & management
New hire onboarding process;
New hire orientation;
Labor bureau/FESCO contact and communication.
JV Step into Normal Stage:
Act as HR consultant and business partner by continuously contributing suggestions and solutions to management teams on HR issues.
Assist management in the development of solutions through cultural and process-oriented perspective;
Culture: JV company values and culture promotion.
HR Policies: Develop & optimize the HR policies, procedures and benefit programs to ensure that all HR policies are accepted and applied by all JV departments.
Track, understand and interpret all government regulations relating to employment, social security, pension, housing, employee relations, IIT and others;
Staffing: optimize recruitment system; hiring plans; JDs update; resource maintain; NEO program;
C&B: Develop and implement JV C&B structure and polices; salary survey and analysis; JE process; Salary adjustment; Recognition awards;
Training & Development: Plan & co-ordinate training and employee development programs; training plans, performance analysis, training evaluation & follow up;
Annual HR Budget: Prepare the manning, C&B, training, administration budget plans
Employee relations: Labour bureau relationship; Labor union issues (if has); regularly employee communication meeting,
Company activities: Arrange JV company activities; team buildings
Admin and general affairs tasks: including cleaning, meal, shuttle bus, public relationship with local authority and general affairs.
JOB REQUIREMENTS
Bachelor’s degree or above. Major in HR, Business Administration or related;
At least 8 years in HR management function with minimum 5 years in managerial capacity in MNC company
Exposure to merger and acquisition activities, organization building activities
Fluent English;
Good communication, consulting, and presentation skills;
Positive work attitude with attention to detail.
